The DSHEA puts the burden of proof on the FDA and requires that agency to prove ephedra is a dangerous product. This is despite the fact it contains ephedrine, which has been classified as a drug and is thus "held to the FDA's more stringent drug standard when it is extracted and sold as medicine." (Wolff) While there had already been roughly 1,500 reports of complications deriving from ephedra use and about 100 deaths, it wasn't until Bechler's passing that this issue has drawn any notable attention from the media.


So should the government continue to allow the sale of potentially hazardous products such as those containing ephedra? Shouldn't it at least be classified as a drug since one of its key components is a drug? A utilitarian approach is necessary to answer these questions. Labeling ephedra as a drug would certainly protect consumers but it would also have a negative economic impact on an industry that generates approximately $ billion in sales each year.


Consumers need protection from big business. Scandals such as those that erupted at Enron and WorldCom show companies are fully capable of making profits a higher priority than people. How many more fatalities would have occurred by now if auto safety regulations allowed Ford to continue producing cars such as the Pinto? What are the chances R.J. Reynolds would voluntarily set off on an advertising campaign that discourages smoking if it hadn't been mandated to do so in a settlement with the Attorneys General from several states?


But consumers also can't expect the government to hold their hand through every buying decision. Ephedra certainly isn't alone in its being an item available for consumption on the marketplace that could cause bodily harm under certain conditions if the directions on the bottle aren't followed. While they may require more time to inflict their damage, smoking and excessive drinking are just as dangerous and are addictive as well. I don't recall seeing a warning label on the Big Mac I had at McDonald's the other day. It would be difficult to imagine the total damage to our economy if compensatory justice was doled out whenever a buyer was slighted in the least. Consumers have the right to government protection but the line must be drawn somewhere.


I would recommend Congress close the loophole in the DSHEA that allows drugs to be used as ingredients in herbs and thus avoid the watchful eye of the FDA (the results of a Rand study on ephedra, commissioned by the Bush Administration, are due within weeks). This would allow ephedra to stay on the market but make it a little more difficult to obtain. While a doctor could have seen Bechler's high blood pressure as reason not to prescribe it, that same doctor would have had no control over the fact Bechler took more pills than clearly permitted in the directions on the package. In the end, it's nice to have our government around as a safety buffer but each of us must take at least some responsibility for our own decisions.


Despite the controversy, this was not a major story in any of the magazines I reviewed for this paper. Most did a good job of presenting the basic facts but they did this story no justice by not allocating enough print to allow an in-depth analysis of the issue. Salinity damages infrastructure, salinises water storage, causes loss of farm flaura and fauna andd loss of shelter for livestock. These effects are magnified at the regional level. Salinity can also and is having a substantial impact on public resources such as water supplies, roads and biodiversity.


. The Drain-


On his farm in Kojonup, Stuart Tohl, environmentalist, farmer, engineer and inventor applied some lateral thinking to the salinity problem. His system involves draining underground water away in a controlled fashion that does not allow it to create further environmental effects on his property.


The drains do a very similar job to that of an conventional open drain, but you don't loose any land and doubles as an effective recyclable use. In fact just one kilometre of drainage uses approximately 8,000 typical car tyres. These tyres once burnt or left out in the UV rays, are put to rest remaining relatively stable in the sub-surface conditions. Depreciating steel components appear to have no effect either. To date there has been no evidence of invasion in the drains, even where tress have been planted close to the run of the drains.


This underground drain comes into its own when you have a salt effected area in the middle of a paddock. If you put a conventional drain in you would loose what could be valuable land and would quite frankly become very annoying. The underground drain on the other hand is excellent in that once the soil has settled the farmer is still able to use his land.

My proposal is to build a network of these underground drains not only involving each individual farm but combining whole salt effected regions. This will effectively lower the water table a lot faster than working individually and in the long run will be more cost effective. If the water table can be lowered then this will improve soil productivity greatly and will reduce the annual fertilizer bill, freeing up money to be put into making your farm more efficient. It will also lesson the impact chemicals are having on our environment. It is hoped that we can eradicate 100 acres of salt effect land per farm every five years, leading to greater income for the farmer and a much higher capital value for the land.


.4 Cost-


Although at this stage the drains do cost approximately $8,000 per kilometre, it is believed that once the manufacturing of the drains become more efficient, this figure should fall to approximately $5,000. One advantage of the drain is that it is possible to be paid to use the tyres and once a large program is in place, it is hopeful that the government may rebate those who do use this form of drainage.

Swift says that "I am not so violently bent upon my own opinions as to reject any offer proposed by wise men, but before something of that kind shall be advanced in contradiction to my scheme, had to look at what he is saying" (Swift 5). This statement is saying that he will look to what others think but he is already going to read it thinking his opinion to be superior. This has a negative affect on his essay because he is refusing to view others as he expects them to view his statements. This may sway others to come out with the same affect as he is looking at their opinions. This story today would be absolutely torn apart, and Swift would be shunned and have constant hate mail. With all of the religious people in today's society and their thinking that every life is precious, this idea of Swift's would not go over so well.


This is a great example of the differences in the countries and time periods deal with problems. Swift's ideas are very aggressive and very strongly supported, but also leave room for doubt. The upper class gets the work and food as the lower class gets the money and shelter. With this essay Swift proposes a disgusting idea that works for his time period and his starving Irish kingdom.
