Budget resolutions are agreed to annually, and cover the coming fiscal year and the next four years, or even more. If the projection isn't fit fir either side they must go all the way back to the beginning and plan out a new budget for the next year. This whole process can sometimes take till the deadline of everything in which both houses must agree on one of the previously proposed budgets and settle with it. During this whole thing both parties must give economic updates usually explaining how their own ideas did good or why they didn't do so good. This is more or less a chance for one side to do an "I told you so" to the other and vice versa. They must have proof showing congress the status of the economy and also a chance to revise anything to their budgets to make something work out better for the next year. Lastly, not only do they have to give out the money they have to do checks over where they put the money to make sure it is being used they way it was set up for.
