China is in a time of difficulty, he said. There is a need for us to recognise the fact that the Sars epidemic is going to be a long-term, complex, and relapsing epidemic.
The World Health Organisation has urged Asian governments to step up their screening of departing international travellers for symptoms of Sars, but also urged the public not to over-react to the threat of the disease.
David Heymann, the WHO communicable diseases chief, said Sars is having an unnecessary negative economic impact on tourism, travel and trade due in part to a discrepancy between the real and the perceived risk,
Risk is being misinterpreted not only here in Asia, but also internationally.
Public panic over the Sars outbreak has crippled the regions normally bustling tourism and trade, wreaking economic havoc.
In Vietnam - where 6 people were infected with Sars before the outbreak was contained, hotels that were 5 per cent full in early March are running now at just 15 to 0 per cent occupancy. The number of foreign visitors to Thailand, which has not had any confirmed local transmissions of the ailment, plunged 40 per cent this month, compared with April last year. In Hong Kong and Singapore, restaurants, malls and cinemas have been empty as many consumers opted to stay home.
Regional governments have exacerbated public anxiety by imposing tough restrictions and quarantines on any travellers from the worst affected countries, regardless of whether or not those visitors show any signs of illness, or have reason to suspect they may have been infected. Some capitals have called for visitors arriving from affected areas to carry medical certificates certifying that they are Sars-free.
But the WHO, which has been criticised for triggering mass panic, has begun an effort to soothe public fears, saying that individuals and governments should not over-react to the risks of a disease that does not appear to spread through casual contact. Dr Heymann said some of the measures being taken by governments to counter Sars may have been an over-reaction - but he said this was undertstandable early in an epidemic. When more is known we believe countries will change their policies.
Dr Heymann said that those stricken with Sars only pass the virus on when they are showing full fledged symptoms of the disease, which is why health workers, family members, and other hospital visitors are at greatest risk. WHO doctors have said there is no evidence so far that people infected with Sars can spread the virus during the incubation period, when they are asymptomatic.
This disease does not spread easily and it does not spread by casual contact, he said. It spreads by contact with hospitals and by patients with Sars
Sars is not transmitted to people walking on Main Street of any city of any town, he said. Wearing a mask, therefore, while walking down the street will not prevent Sars.
Dr Heymann also sought to reassure the public about the safety of air travel, saying that fewer than 15 Sars patients are suspected to have been infected during an airline flight, though he said that those sitting close to a visibly ill, infected passenger would be at greatest risk.
